
His Excellency Eng. Mohamed Ben Amor, the Director General of the Arab ICT Organization actively participated in the 4th General Assembly and the International Digital Cooperation Forum (IDCF) 2025, held on February 19, 2025, at the King Hussein Bin Talal Convention Centre in Amman, Hashemite Kingdom of Jordan.
The forum, themed “Driving Cooperation for Impactful Actions”, convened leaders, innovators, policymakers, and changemakers to address challenges in the digital realm, foster inclusivity, and catalyze solutions for a sustainable digital future.
During the session titled “Tech Diplomacy in a Multilateral World: Shaping Global Cooperation,” HE. Eng. Mohamed Ben Amor discussed the challenges nations face regarding ethical AI and global data privacy standards, such as biased data, fragmented regulations, and divergent governance approaches. He proposed that diplomatic initiatives can foster trust in AI by promoting international cooperation to establish shared ethical frameworks and transparent standards, enhancing multilateral dialogues to create coherent visions and reduce fragmentation on AI and data-related issues, and empowering societies with AI to ensure equitable access and participation, particularly for developing countries. To harmonize global data privacy standards amidst varying regulatory landscapes, he advocated for a tiered “Local-Regional-Global” approach, ensuring data governance is both locally relevant and globally coherent. H.E.Eng. Ben Amor also outlined AICTO’s Strategic Vision 2030, focusing on “building a Smart, Secure, and Sustainable” Arab Digital Future, through initiatives like the “Arab AI Charter” and the establishment of the “Arab AI Governance Alliance” to guide ethical AI development and data governance in the region. He emphasized the importance of digital capacity building as a key enabler for an inclusive and sustainable digital future. Reflecting on tech diplomacy, he suggested that the Arab region adopt a “common Arab voice” to enhance collective influence and ensure regional priorities are effectively represented in global digital discussions, leveraging AI as a tool to strengthen international cooperation and manage the evolving digital landscape.
